What is An EPC?

More Info
An EPC is a legal report that provides recommendations on energy saving measures that can make a home more cost-effective to run. EPC is short for Energy Performance Certificate. Very much the same as the energy score found on home appliances, it will give the property a score between an A (100) to a G (0). A typical UK property is rated at a D60.

Why You Need One

More Info
The most frequent reason for needing an EPC is If you are selling or renting a property. The reason being, legally, you have to give the incoming resident a valid Energy Performance. However you could be required to get an Energy Performance Certificate for any one of these reasons..

• For a remortgage
• Making a claim for funding under the Renewable Heat Incentive Scheme (RHI)
• Getting grant funding through the Energy Company Obligation Scheme (ECO)

All the above examples refer to existing residential properties. If you have been asked by building control to provide an EPC in conjunction with recent building work, they are looking for what’s called a SAP EPC. This kind of EPC is called a SAP EPC and is necessary for building control to show compliance with building regulations for any recent construction work you have undertaken. Should you require a SAP EPC, then CLICK HERE. If you’re not certain, just give us a call for further advice.

How To Get One Done

More Info
An EPC is done by a qualified and accredited domestic energy assessor. The Assessor has to visit the property to obtain the required information.

The assessor will take dimensions of the home and also gather information about the present lighting, home heating, glazing and current insulation. It may take anywhere between 20 and 40 minutes, depending on the complexity of the property..

The obtained information then entered into approved government software which then generates the EPC. The EPC will be lodged on the national EPC register and you should receive it by email typically in 2 to 3 days. However, if you need your EPC urgently, for a small additional fee, we can produce an EPC for you the same day day of the visit. We call this an express EPC.

Ways To Boost Your EPC Score

Here we will provide you with some easy tips so your Energy Performance Certificate shows your home in the very best light.

These will improve your EPC score

More Info
The data entered into the software program is based on evidence which the Assessor gathers during the visit. Typically your Assessor will get almost all the information whilst going around the home.

What we want to prevent is the Assessor putting into the software the term “as built” for items that are needed where no information is obtained. When the term “as built” needs to be used then the software program will default to the worst case scenario based upon what would have been there when the property was constructed. This may have a negative impact on the {rating of the EPC}

Whenever you can provide documentary proof of these kinds of improvements then this can be shown on the Certificate and will probably increase the rating of your EPC.

• Roof extensions year it was constructed – building control sign off, dated architects drawings.

• Double glazing improvements made to the majority of the property – Fensa certificate, or dated receipt from the contractors.

• Any wall insulation External/Cavity/Internal– {guarantee, or receipt from installer.}

• Solar Thermal, or Solar PV – An MCS certificate from contractor.

• Floor insulation/ sloping ceiling insulation – receipt from installer showing thickness fitted.

These make the biggest difference

More Info
The 3 mains things that have the biggest impact on the energy rating are:

• The heating system.
• The main source of fuel for heating the property
• The levels of insulation in the property.

Main Source of Fuel
UK properties are typically heated by either of these kinds of fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for example a property or home heated by gas would cost you around 4.64 pence per kwh and the very same property or home which is heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi using in the region of 12,000 kwh to heat the property, it would cost you £696 to heat by gas when compared to £2,760 for bottled LPG.. Therefore running costs influences the EPC score. Higher expenses equals lower ratings.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

These make less difference

More Info
Double glazing
This may come as a bit of a surprise, but double glazing does not have as big an effect on the EPC as most people would think. Certainly not nearly as much as the heating, the insulation and the type of fuel used in the property as mentioned above. Where it will have a more substantial impact, is if the property is up-graded from single glazing to double glazing. If you are upgrading from pre 2002 double glazing, to current double glazing, this would only show as a small increase in the energy rating of the property.

With double glazing the perception is usually felt by the customer in terms of comfort from a decrease in draughts. Because the EPC doesn’t consider the condition of any specific item, this comfort gain is not recorded.

Low Energy Lights
Again low energy lighting does indeed help the EPC as they are an inexpensive improvement that leads to reduced energy costs but nowhere near the same contribution as heating, insulation, and heating controls.

EPCs And Rental Properties

More Info
From April 2020, all current rental properties need to have a valid Energy Performance Certificate. Prior to that date an Certificate was only needed on new rentals. Penalties can be issued by the local authority for infringement of this.

What Is The Minimum Rating For A Rental Property

More Info
An EPC rates the home from an A, the highest, to a G the lowest. To legally let a property, the energy rating need to be a minimum of an E. The policies that control this is known as The Minimum Energy Efficiency Standard or (MEES) in short. For more information on MEES check out the government website for landlord guidance.

If your property currently is an F or G it cannot legally be let on a new rental. If there is an existing tenant in the property and the rating is lower than an E, then the landlord will have to take measures to get the rating up to an E.

How To Find If You Have A Valid EPC

More Info
The Ministry of Housing Communities and Local Government have for the past ten years kept a register of all EPCs. The register is available at www.epcregister.com. You should check here to see if your rentals have a valid Certificate and determine that they meet at least the required E rating.

A recent report in the Telegraph taken from information on the register discovered that around 250,000 investors are yet to comply with the new regulations. The article can be found here. Ensure you are not one of them. Over time, we anticipate an increasing number of Local Authorities to get up to speed with enforcements.

The policies, nevertheless, are not meant to be onerous. The first step to take is to get an EPC lodged on the register and if it is below an E, to show that you are currently taking or have taken steps to get to an E. Even if it doesn’t reach an E, there are specific exemptions that you could then be able to apply for. We can provide expect guidance on every aspect of MEES.

  • Is It Possible To Let A Property Without Having An Energy Performance Certificate?
The simple answer is No. From April 2020 all rental homes need to have a valid EPC registered on the EPC register. To legally rent a property the energy rating of the EPC needs to be at least an “E”, or the property must have a valid exemption.

The EPC rates a property from A 100 (the most efficient) to G 0 ( the least efficient). The rating of an typical UK property is a D60 Rental properties have to be a minimum of an E rating. If it is not an E then the landlord will need to undertake some of the recommendations on the EPC to raise the rating. If an E rating can not be attained, then an exemption can be applied for by going to the Government website and applying for an exemption on the PRS register.

What Is The Minimum EPC rating to Let A Property?
Dwellings rented out in the private sector will be required to have an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be illegal to rent out a property which does not have a minimum E rating unless the property has an exemption.
What Is The Fine For Not Having An EPC?
A set penalty charge of £200 may be issued for failure to comply in the following instances: on sale or rent the vendor or landlord failed to make a valid domestic EPC available free of charge to the potential buyer or tenant at the earliest opportunity.

Simply no. The EPC is not a pass or fail. Nevertheless, various 3rd parties may require the EPC have a certain score before they choose to proceed. An example would be a financial institution lending money against a rental property, might require the EPC is at least an “E”.
    What Does EPC E Mean?
The Energy Performance Certificate will rate the property either A,B,C,D,E,F, or G. An E rating is the legal minimum a property can be so as to rent out. It is also becoming the baseline requested by banks when lending money against a property.

It’s not to say you won’t be able to obtain the money when it is below an E, but there will probably be added conditions in the arrangement.

What Happens If An EPC Runs Out During A Tenancy?
It will have to be renewed Under the Minimum Energy Efficiency Standard, all rental properties need to have a valid EPC of at least an E rating or above. All EPCs are lodged on a national register at epcregister.com. The EPC will be good for a further ten years.

Can You Evict A Tenant Without An EPC?
If the tenancy commenced or was renewed after 1 October 2015, a landlord cannot evict with a section 21 notice (no fault eviction) if they have not provided the tenant with an Energy Performance Certficate. If the EPC is subsequently obtained, a period of 8 weeks would need to pass before applying for a section 21 notice.

Along with the Energy Performance Certificate the tenant would have had to be also provided with a gas safety certificate and also a copy of the government guide “How to rent”. The “How to Rent” guide can be found at https://www.gov.uk/government/publications/how-to-rent

Landlords are always advised to get correct legal advice so that all records is given to the courts correctly.

Can You Market A Property Without Having An EPC?
Yes a property can be marketed without an EPC subject to one having been requested to be done within 7 days. If after making all realistic efforts one can not be obtained within that period, then a further 21 days is permitted to get one.
It Is A Legal Requirement For Renting, To Have An EPC?
Since April 2020, all dwellings for rental must have a valid EPC on the EPC register. The EPC rates the energy efficiency of a property from A-G. For rental, the EPC needs to be a minimum rating of an E, unless a valid exemption has been applied for.
How Much Is An Energy Performance Certificate?
An Energy Performance Certificate typically costs between £50 – £120. This is determined by size of property and location. Typically it is cheaper if going directly to a certified Assessor as opposed to via a 3rd party such as an Estate Agent or a marketing company.
