What is An EPC?

More Info
EPC refers to Energy Performance Certificate. It’s a 3 to 5 page document which rates your property from an A the highest to G the lowest. It will also give suggestions about energy improvements which might be made on the home that might help to lower your energy bills.

Why You Need One

More Info
The most common reason for needing an Energy Performance Certificate is If you are selling or renting a property. The reason being, by law, you have to give the incoming occupant a valid Energy Performance. However you could be asked to obtain an Energy Performance Certificate for some of these reasons..

• For a remortgage
• Making a claim for funding under the Renewable Heat Incentive Scheme (RHI)
• Getting grant funding through the Energy Company Obligation Scheme (ECO)

All of the above illustrations refer to existing residential properties. If you have been asked by building control to produce an EPC in conjunction with recent building work, they will be looking for what’s called a SAP EPC. This type of EPC is produced in addition to SAP calculations to show that building work has met specified standards required by the building regulations. If you’re unsure, simply phone us for further advice.

How To Get One Done

More Info
An EPC is carried out by a qualified and approved domestic energy assessor. The Assessor must go to property to get the necessary information.

The assessor will take dimensions of the property and also obtain specifics of the present lighting, heating, glazing and present insulation. A typical size home normally takes around 20 and 30 minutesto do..

The obtained information then put into approved government software which then generates the certificate. The Energy Performance Certificate will then be lodged on the national EPC register and you will receive it by email typically in a couple of days. In the event you need it quickly, for a small additional cost, we are able to arrange for you to get it the same day.

Ways To Improve Your EPC Score

Here we will give you some easy guidelines to ensure that your Energy Performance Certificate shows your home in the best light.

These will improve your EPC rating

More Info
The information entered into the software is based on proof that the Assessor gathers during the visit. In most cases your Assessor will get almost all the information whilst going around the property.

What we should avoid is the Assessor putting into the software the term “as built” for items that will be required where no evidence is gathered. If the term “as built” needs to be used then the program will default to the worst case scenario based on what would have been there when the property was built. EPC rating.

Whenever you can supply documentary evidence of any of these sorts of improvements then these can be shown on the Certificate and will probably improve the rating of your EPC.

• Solar PV or Solar Thermal – An MCS certificate from contractor.

• Sloping ceiling insulation/ floor insulation – receipt from installers showing thickness fitted.

• Loft extensions year it was built – building control sign off, dated architectural plans.

• Double glazing improvements to the majority of the property – Fensa certificate, or dated receipt from the installer.

• Any wall insulation Cavity/Internal/External– Any guarantees, or receipts from the installer

These make the biggest difference

More Info
The three things that have the biggest effect on the energy rating are:

• The heating system.
• The main source of fuel for heating the property
• The levels of insulation in the property.

Main Source of Fuel
UK properties are typically heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for instance a house heated by gas would cost you somewhere in the region of 4.64 pence per kwh and the identical house heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So using a typically semi-detached using in the region of 12,000 kwh to heat the home, it would cost you £696 to heat by gas when compared to £2,760 for bottled LPG.. Therefore running costs affects the Energy Performance rating rating. Higher costs equates to lower ratings.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

These make less difference

More Info
Double glazing
Although upgrades to the double glazing does make a difference, the greatest difference is only really achieved when you are improving from single glazing to doubled glazing. If you are modernising from pre 2002 upvc double glazing, this would only show as a modest increase in the energy rating of the home. With upvc double glazing the perception is normally felt by the customer in terms of cosiness from a reduction in draughts. Because the EPC doesn’t consider the condition of any specific item, this comfort gain is simply not measured.

Low Energy Lights
Again low energy lights does help the Energy Performance Certificate because they are an inexpensive improvement that contributes to cheaper energy costs but nowhere near the same contribution as insulation, heating and heating controls.

EPCs And Rental Properties

More Info
From April 2020, all current rental properties must have a valid Energy Performance Certificate. Before that date an Certificate was only needed on new rentals. Penalties may be issued by the local authority for infringement of this.

What Is The Minimum Rating For A Rental Property

More Info
An EPC rates the property from an A, the very best, to a G the lowest. To legally let a property, the energy rating need to be a minimum of an E. The regulations that control this is called The Minimum Energy Efficiency Standard or (MEES) for short. To learn more about MEES check out the government website for landlord guidance.

If your property currently is an F or G it cannot legally be let on a new rental. If there is an existing tenant in the property and the rating is lower than an E, then the landlord has got to do something to get the rating up to an E.

How To Find If You Have A Valid EPC

More Info
The Ministry of Housing Communities and Local Government have for the last ten years managed a register of all Energy Performance Certificates. The register is found at www.epcregister.com. You can check here to see if your properties have a valid Certificate and determine that they meet at least the required E rating.

A recent article in the Telegraph taken from information on the register discovered that around 250,000 landlords are yet to conform to the new rules. The article is available here. Ensure you are not among them. As time passes, we anticipate more and more Councils to get up to speed with enforcements.

The rules, having said that, are not intended to be onerous. The 1st step to take is to get an EPC lodged on the register and should it be lower than an E, to show that you are currently taking or have taken actions to attain an E. Even if it doesn’t reach an E, there are specific exemptions that you might then be able to apply for. We can provide expect recommendations on every aspect of MEES.

No. From April 2020 all rental homes must have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC needs to be at least an “E”, or the property must have a valid exemption.

The EPC rates a property from A 100 (the best) to G 0 ( the least efficient). The rating of an average UK property is a D60 Rental properties must be at the least an E rating. If it is not an E then the property owner would need to carry out some of the recommendations on the EPC to increase the rating. If an E rating cannot be achieved, then an exemption can be applied for by visiting the Government website and applying for an exemption on the PRS register.

What Is The Minimum EPC rating to Let A Property?
The minimum EPC rating for rental is an ‘E’. The EPC rates the property from A, the highest to G, the lowest. Dwellings rated F or G, from April 2020, cannot legally be let. Energy-efficient upgrades will need to be made, or a valid exemption applied for.
What Is Penalty For Not Having An EPC?
A fixed penalty charge of £200 may be given for failure to comply in the following situations: on sale or rent the seller or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can You Fail An EPC?
No. The EPC is not a pass or fail. Having said that, different 3rd parties may require the EPC achieve a specified rating before they choose to continue. An example would be a bank lending money against a rental property, might require the EPC is at least an “E”.
    What Does EPC E Mean?
The Energy Performance Certificate will rate the property either A,B,C,D,E,F, or G. An E rating is the legal minimum a property can be so as to rent out. It is also becoming the standard required by banks when lending money against a property.

It’s not saying you won’t be able to obtain the money when it is below an E, although there are more likely to be additional clauses in the agreement.

What Happens If An EPC Runs Out During A Tenancy?
It will have to be renewed Under the Minimum Energy Efficiency Standard, all rental properties will need to have a valid EPC of at least an E rating or higher. All EPCs are lodged on a national register at epcregister.com. The EPC is good for a further ten years.
Is An EPC A Legal Requirement?

If the tenancy started or was renewed after 1 October 2015, a landlord cannot evict using a section 21 notice (no fault eviction) if they have not given the tenant an Energy Performance Certficate. If an EPC is subsequently obtained, a time period of 8 weeks would need to pass before applying for a section 21 notice.

Along with the Energy Performance Certificate the tenant would have had to be also provided with a gas safety certificate and also a copy of the government guide “How to rent”. The “How to Rent” guide can be found at https://www.gov.uk/government/publications/how-to-rent

Landlords are always advised to get proper legal advice to ensure that all paperwork is presented to the courts correctly.

Could You Market A Home Without An EPC?
Yes a property may be marketed without an EPC but only subject to one having been booked to be carried out within seven days. If after making all reasonable efforts one cannot be done within that timeframe, then a further 21 days is allowed to get one.
Is An EPC A Legal Requirement When Renting?
From April 2020, all dwellings for rental will need to have a valid EPC on the EPC register. The EPC rates the energy efficiency of a home from A-G. For rental, the EPC needs to be a minimum rating of an E, unless a valid exemption has been applied for.
Just How Much Does An Energy Performance Certficate Cost
The cost of an Energy Performance Certificate is usually in the range of £50 – £120. This is dependent upon size of property and location. Usually it is cheaper if going straight to an approved Assessor rather than via a third party such as an Estate Agent or a marketing company.
