What is An EPC?

More Info
EPC is short for Energy Performance Certificate. It’s a three to five page document which rates the home from an A the best to G the worst. It will provide suggestions about energy improvements which can be made in the property that could help to reduce your energy bills.

Why You Need One

More Info
The most typical reason for requiring an EPC is for anyone who is selling or renting a property. It is because, by law, you must give the incoming resident a valid Energy Performance. However you may be required to obtain an Energy Performance Certificate for any of these reasons..

• For a remortgage
• Making a claim for funding under the Renewable Heat Incentive Scheme (RHI)
• Getting grant funding through the Energy Company Obligation Scheme (ECO)

All the above examples refer to existing residential properties. If you have been requested by building control to provide an EPC in conjunction with recent building work, they will be looking for what’s called a SAP EPC. This type of EPC is produced along with SAP calculations to demonstrate that building work has met specific standards required by the building regulations. If you’re unsure, just phone us for more advice.

How To Get One Done

An Assessor must carry out a visit to the home to obtain the necessary data for the Energy Performance Certificate. They are certified and must be a continuing member of an approved Government certification scheme.

Your Assessor will take dimensions of the home plus gather information regarding the present lighting, heating, glazing and present insulation. A typical size property takes around 20 and 30 minutes..

The details are then entered into approved government software which then creates the certificate. The EPC Certificate will then be lodged on the national EPC register and you will receive it by email typically in 2 to 3 days. However, if you need your EPC urgently, for a modest additional charge, we can provide an EPC for you on the same day of the visit. We call this an express EPC.

That’s it, its all doneYour EPC is then valid for 10 years.

You can cancel with a full refund if you cancel within 24 hours of the visit.

Tips On How To Boost Your EPC Score

Here we will provide you with some easy guidelines so your Energy Performance Certificate shows your home in the very best light.

These things will improve your EPC rating

More Info
In most cases your Assessor will obtain the majority of the information they require by just going around the home. The data entered into the software is based on evidence gathered during the visit.

Your Assessor will take photographic or obtain documentary information which is necessary for audit reasons. If no proof is gathered then the Assessor must enter the term “as built” in to the software. In this instance the software will use what the property would have been built with determined by it’s age.

If you can provide documentary evidence of these types of improvements to the property then these can be shown on the EPC and will probably help the rating of your EPC.

• Any type of wall insulation Internal/Cavity/External– Any guarantees, or receipts from the installer

• Solar PV or Solar Thermal – MCS certificate from contractor.

• Floor insulation/ sloping ceiling insulation – receipt from installers showing thickness installed.

• Loft extensions year it was constructed – completion certificate, dated architectural plans.

• Double glazing improvements made to the majority of the property – Certificate from Fensa, or dated receipt from the contractors.

These make the biggest difference

The 3 mains items that have the most significant impact on the energy rating are:

• The main source of fuel for heating the property
• The levels of insulation in the property.
• The heating system.

Main Source of Fuel
UK homes are typically heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for instance a home heated by gas would cost around 4.64 pence per kwh and the identical home which is heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi-detached which uses in the region of 12,000 kwh to heat the home, it would cost £696 to heat with gas in comparison to £2,760 for bottled LPG.. Therefore running costs affects the Energy Performance rating rating. Higher costs equates to lower scores.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

These make less difference

Double glazing
Although upgrades to the double glazing can make a difference, the greatest increase is only really achieved if you are improving from single glazing to doubled glazing. If you are upgrading from pre 2002 double glazing, this will only show as a modest increase in the energy rating of the property. With double glazing the perception is typically sensed by the customer in terms of cosiness from a reduction in draughts. Since the EPC doesn’t look at the condition of any particular item, this comfort gain is simply not measured.

Low Energy Lights
Again low energy lights does indeed help the EPC since they are an affordable improvement that contributes to cheaper energy costs but nowhere near the same contribution as heating controls, heating system, and insulation.

EPCs And Rental Properties

More Info
As From April 2020, all existing rental properties must have a valid Energy Performance Certificate. Prior to that date an Certificate was only necessary on new rentals. Penalties and fees may be issued by the local authority for infringement of this.

What Is The Minimum Rating For A Rental Property

More Info
An EPC rates the home from an A, the very best, to a G the lowest. To legally let a property, the energy rating has to be not less than an E. The regulations that regulate this is called The Minimum Energy Efficiency Standard or (MEES) in short. For more information on MEES visit the government website for landlord guidance.

If your property is currently an F or G it cannot legally be let on a new rental. Should there be an existing tenant in the property and the rating is lower than an E, then the landlord will have to take steps to get the rating up to an E.

How To Find If You Have A Valid EPC

More Info
The Ministry of Housing Communities and Local Government have for the past ten years maintained a register of all Energy Performance Certificates. This register can be found at www.epcregister.com. You can check here to see if your properties have a valid EPC and determine that they meet at least the required E rating.

A recently available report in the Telegraph taken from information on the register found that around 250,000 landlords are yet to conform to the new rules. This article can be found here. Ensure you are not among them. As time passes, we anticipate more and more Local Authorities to get up to speed with enforcements.

These rules, however, are not intended to be onerous. The 1st step to take is to get an EPC lodged on the register and should it be below an E, to demonstrate you are taking or have taken actions to get to an E. Even if it doesn’t achieve an E, there are certain exemptions that you might then be able to apply for. We can provide expect advice on every aspect of MEES.

  • Residential buildings that are used for less than 4 months of the year.
  • Industrial sites and non-residential agricultural buildings that use little energy.
  • Places of worship.
  • Temporary buildings that will be used for less than two years.
  • Stand-alone buildings (of less than 50 m2 )
  • Listed buildings.
  • Can You Let A Property Without An Energy Performance Certificate?
The answer is No. From April 2020 all rental homes need to have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC must be at least an “E”, or the property must have a valid exemption.

The EPC rates a property from A 100 (the best) to G 0 ( the least efficient). The rating of an average UK property is a D60 Rental properties have to be at the least an E rating. If it is not an E then the property owner will have to undertake some of the recommendations on the EPC to improve the rating. If an E rating can not be reached, then an exemption can be applied for by going to the Government website and applying for an exemption on the PRS register.

What Is The Minimum EPC rating to Let A Property?
Homes rented out in the private sector will be required to have an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be illegal to rent out a dwelling which does not have a minimum E rating unless the property has an exemption.
What Is The Fine For Not Having An EPC?
A set penalty charge of £200 may be issued for failure to comply in the following instances: on sale or rent the vendor or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can An EPC Fail?
No. The EPC is not a pass or fail. Even so, different 3rd parties may require the EPC have a specific rating before they choose to continue. One example might be a financial institution loaning funds against a rental property, will require the EPC is at least an “E”.
    What Does EPC E Mean?
The Energy Performance Certificate will rate your property either A,B,C,D,E,F, or G. An E rating is the legal minimum a dwelling can be so as to rent out. It is also getting to be the standard requested by banking institutions when loaning funds against a property.

It’s not saying you won’t be able to borrow the money if it is below an E, however there are more likely to be extra conditions in the agreement.

What Happens If An EPC Runs Out During A Tenancy?
It will simply need to be renewed. Under the Minimum Energy Efficiency Standard, all rental properties must have a valid EPC of at least an E rating or above. All EPCs are lodged on a national register at epcregister.com. The EPC will be valid for a further ten years.

Can You Evict A Tenant Without An EPC?
If the tenancy began or was renewed after 1 October 2015, a landlord cannot evict with a section 21 notice (no fault eviction) if they have not given the tenant an Energy Performance Certficate. If the EPC is subsequently obtained, a time period of 8 weeks has to pass before applying for a section 21 notice.

As well as the Energy Performance Certificate the tenant would have had to be also provided with a gas safety certificate and a copy of the government guide “How to rent”. The “How to Rent” guide can be found at https://www.gov.uk/government/publications/how-to-rent

Landlords are always advised to get proper legal advice so that all documentation is given to the courts correctly.

Can You Market A Home Without Having An EPC?
Yes a property may be advertised without having an EPC but only subject to one having actually been planned to be done within 7 days. If after making all reasonable attempts one can not be done within that timeframe, then a further 21 days is permitted to get one.
It Is A Legal Requirement For Renting, To Have An EPC?
From April 2020, all properties for rental need to have a valid EPC on the EPC register. The EPC rates the energy efficiency of a property from A-G. For rental, the EPC must be a minimum rating of an E, unless a valid exemption has been applied for.
How Much Will An Energy Performance Certficate Cost
The price of an Energy Performance Certificate is normally in the range of £50 – £120. This depends upon size of property and location. Typically it will be cheaper if going straight to a licensed Assessor rather than through a third party for instance an Estate Agent or a marketing company.
