An EPC is a legal report that gives recommendations on energy saving measures that can make a property inexpensive to run. EPC is short for Energy Performance Certificate. Much the same as the energy rating seen on home appliances, it will give the property a rating between an A (100) to a G (0). A typical UK home is rated at a D60.

How To Get One Done

An EPC is done by a qualified and accredited domestic energy assessor. The Assessor must visit the property to get the required information.

Your Assessor will take dimensions of the home as well as obtain information regarding the existing lighting, home heating, glazing and present insulation. It takes between 20 and 40 minutes, depending on the complexity of the property..

The details are then entered into approved government software which creates the certificate. The Energy Performance Certificate will then be lodged on the national EPC register and you will receive it by email typically in 2 to 3 days. However, if you need your EPC urgently, for a modest additional charge, we can produce an EPC for you on the same day of the visit. We call this an express EPC.

That’s it, its all doneYour EPC is then valid for 10 years.

In most cases your Assessor should be able to obtain the majority of the information they require by simply going around the home. The data entered into the software is based on evidence gathered during the visit.

Your Assessor will take photographic or gather documentary information that is needed for audit reasons. If no evidence is gathered then the Assessor has to enter the term “as built” in to the software. The three things that have the biggest impact on the energy rating are:

• The main source of fuel for heating the property
• The levels of insulation in the property.
• The heating system.

Main Source of Fuel
UK homes are typically heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for instance a home heated by gas would cost around 4.64 pence per kwh and the identical home which is heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi which uses in the region of 12,000 kwh to heat the home, it would cost £696 to heat with gas as compared to £2,760 for bottled LPG.. Therefore running costs affects the Energy Performance rating rating. Higher expenses equals lower scores.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

Double glazing
This will come as a surprise, but upvc double glazing does not have as big an impact on the EPC as most people would think. Certainly not as much as the heating, the insulation and the type of fuel used in the property as previously mentioned. Where it will have a greater effect, is when your property is upgraded from single glazing to double glazing. If you are changing from pre 2002 upvc double glazing, to current double glazing, it will only show as a small increase in the energy rating of the property.

With double glazing the perception is typically felt by the customer in terms of comfort from a reduction in draughts. Because the EPC doesn’t consider the condition of any particular item, this comfort gain is not measured.

 

Low Energy Lights
Again low energy lighting does help the EPC since they are a low cost improvement that contributes to lower energy costs but nowhere near the same contribution as heating controls, heating system, and insulation.

What Is The Minimum Rating For A Rental Property

The Minimum Energy Efficiency Scheme (MEES) puts an onus on landlords to supply rented homes that meet a minimum standard of energy efficiency. All rented properties have to be not less than an energy rating of an E. If it is an F or a G rating, then the landlord will need to take steps to reach the minimum.

This is where the landlord needs to work closely with the Energy Assessor to work out cost-effective methods to attain the standards.

The Ministry of Housing Communities and Local Government have for the past ten years maintained a register of all Energy Performance Certificates. This register can be found at www.epcregister.com. You should check here to see if your rentals have a valid EPC and determine that they meet at least the required E rating.

Which Dwellings Are Exempt From Requiring An EPC?
  • Industrial sites and non-residential agricultural buildings that use little energy.
  • Stand-alone buildings (of less than 50 m2 )

  • Temporary buildings that will be used for less than two years.
  • Can You Let A Property Without An EPC?
    The answer is No. From April 2020 all rental homes need to have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC must be at least an “E”, or the property must have a valid exemption.

    The EPC rates a property from A 100 (the most efficient) to G 0 ( the least efficient). The rating of an average UK property is a D60 Rental properties have to be at the least an E rating. If it is not an E then the landlord will have to carry out some of the recommendations on the EPC to improve the rating. If an E rating can not be reached, then an exemption can be applied for by going to the Government website and applying for an exemption on the PRS register.

    What Is The Minimum EPC rating to Let A Property?
    Homes rented out in the private market will be required to have an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be illegal to rent out a dwelling which does not have a minimum E rating unless the property has an exemption.

    A set penalty charge of £200 can be given for failure to comply in the following instances: on sale or rent the owner or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can You Fail An EPC?
    No. The EPC is not a pass or fail. Even so, various 3rd parties may require the EPC achieve a specific rating before they choose to continue. One example would be a financial institution loaning funds against a rental property, will require the EPC is at least an “E”.

    Yes a property can be marketed without an EPC but only subject to one having been planned to be done within 7 days. If after making all reasonable efforts one can not be acquired within that period, then a further 21 days is permitted to obtain one.
