What is An EPC?

An EPC is a legal report that provides recommendations on energy saving measures that can make a home more affordable to run. EPC stands for Energy Performance Certificate. Very much the same as the energy score found on home appliances, it will give the home a score between an A (100) to a G (0). A typical UK property is rated at a D60.

An EPC is carried out by a certified and approved domestic energy assessor. The Assessor must visit the property to get the required information.

Your assessor will take dimensions of the property as well as gather specifics of the present lighting, heating system, glazing and existing insulation. It may take between 20 and 40 minutes, depending upon the complexity of the home..

The details are then entered into approved government software which then creates the EPC. In most cases your Assessor will be able to obtain the vast majority of information they need by simply going around the property. The data entered into the software is based on evidence gathered during the visit.

What we need to prevent is the Assessor putting into the software the term “as built” for items that are required where no proof is obtained. When the term “as built” has to be used then the software will default to the worst case scenario based on what would have been there when the property was built. This may have a negative impact on the {rating of the EPC}

If you can supply documentary evidence of any of these sorts of improvements then these can be shown on the EPC and will likely increase the rating of your EPC Certificate.

The three things that have the biggest impact on the energy rating are:


• The levels of insulation in the property.
• The heating system.
• The main source of fuel for heating the property

Main Source of Fuel
UK properties are generally heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for instance a house heated by gas would cost around 4.64 pence per kwh and the exact same house heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi which uses around 12,000 kwh to heat the property, it would cost £596 to heat by gas when compared with £2,760 for bottled LPG.. Therefore running costs impacts the Energy Performance rating score. Higher expenses equates to lower ratings.

Double glazing
Although improvements to the double glazing does make a difference, the biggest difference is actually really achieved when upgrading from single glazed to doubled glazed. If you are upgrading from pre 2002 upvc double glazing, it will only show as a modest rise in the energy rating of the home. With upvc double glazing the perception is generally felt by the customer in terms of comfort from a reduction in draughts. As the EPC doesn’t look at the condition of any specific object, this comfort gain is not measured.

 

Low Energy Lights
Again low energy lighting does indeed help the EPC since they are a low cost improvement that leads to reduced energy costs but nowhere near the same contribution as insulation, heating and heating controls.

The Minimum Energy Efficiency Scheme (MEES) puts an onus on landlords to offer rented properties that meet a minimum standard of energy efficiency. An energy rating of no less than an E much be reached on all rented properties If it is an F or a G rating, then the landlord must take steps to attain the minimum.

This is when the landlord would need to work closely with the Energy Assessor to work out cost-effective ways to attain the standards.

How To Find If You Have A Valid EPC

The Ministry of Housing Communities and Local Government have for the last 10 years kept a register of all EPCs. The register is found at www.epcregister.com. You can check here to see if your rentals have a valid EPC and see that they meet at least the minimum E rating.

A recently available post in the Telegraph taken from information on the register found that around 250,000 investors are yet to conform to the new rules. The information can be found here. These policies, however, are not meant to be onerous.   • Is It Possible To Let A Property Without An EPC?
    The simple answer is No. From April 2020 all rental properties need to have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC must be at least an “E”, or the property must have a valid exemption.

    The EPC rates a property from A 100 (the most efficient) to G 0 ( the least efficient). An average UK property is a D60. Rental properties must be at the least an E rating. If it is not an E then the property owner will have to carry out some of the recommendations on the EPC to raise the rating. If an E rating can not be attained, then an exemption can be applied for by visiting the Government website and applying for an exemption on the PRS register.

    Homes rented out in the private market will be required to possess an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be unlawful to rent out a property which does not have a minimum E rating unless the property has an exemption.

    Can An EPC Fail?
    Simply no. The EPC is not a pass or fail. Nonetheless, different 3rd parties may require the EPC achieve a specified score before they choose to proceed. One example might be a financial institution loaning money against a rental property, might require the EPC is at least an “E”.
