An EPC is a legal report that gives recommendations on energy saving measures that can easily make a property inexpensive to run. EPC stands for Energy Performance Certificate. Very much the same as the energy rating seen on home appliances, it will give the home a rating between an A (100) to a G (0). A typical UK home is rated at a D60.

An Assessor must carry out a visit to the property to get the necessary information for the EPC. They are certified and must be a continuing member of an approved Government certification scheme.

The assessor will take dimensions of the property and also collect information about the present lighting, heating, glazing and present insulation. It takes between 20 and 40 minutes, dependant upon the complexity of the home..

The information is then entered into approved government software which generates the certificate. The Certificate will be lodged on the national EPC register and you will receive it by email typically in 2 to 3 days. However, should you require your EPC quickly, for a modest additional charge, we can provide an EPC for you the same day day of the visit. We call this an express EPC.

Typically your Assessor will obtain almost all of the information they require by simply going around the property. The data entered into the software is based on evidence gathered during the visit.

What we need to avoid is the Assessor putting into the software the term “as built” for items which are required where no evidence is gathered. When the term “as built” needs to be used then the software will default to the worst case scenario based on what would have been there when the property was built. This could have a negative impact on the {rating of the EPC}

Whenever you can provide documentary evidence of these sorts of improvements then this can be shown on the EPC and will likely increase the rating of your EPC Certificate.

The three things that have the most significant impact on the energy rating are:


• The heating system.
• The main source of fuel for heating the property
• The levels of insulation in the property.

Main Source of Fuel
UK properties are generally heated by either of these kinds of fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for example a property heated by gas would cost somewhere in the region of 4.64 pence per kwh and the similar property which is heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi-detached using in the region of 12,000 kwh to heat the home, it would cost £696 to heat with gas as compared to £2,760 for bottled LPG.. Therefore running costs impacts the EPC rating. Double glazing
This particular one may come as a shock, but upvc double glazing does not have as major an impact on the EPC as most people would imagine. Certainly not nearly as much as the heating, the insulation and the type of fuel used as earlier mentioned. However, where it does have a larger impact, is when the property is up-graded from single glazing to double glazing. When you are upgrading from pre 2002 upvc double glazing, to current double glazing, this would only show as a small rise in the energy rating of the home.

With double glazing the perception is usually experienced by the customer in terms of comfort from a reduction in draughts. Unfortunately the EPC doesn’t consider the condition of any particular item, this comfort gain is not measured.

 

Low Energy Lights
Again low energy lights does help the EPC as they are an inexpensive improvement that leads to cheaper energy costs but nowhere near the same contribution as insulation, heating and heating controls.

The Minimum Energy Efficiency Scheme (MEES) puts an onus on landlords to provide rented homes that meet a minimum standard of energy efficiency. All rented properties need to be at least an energy rating of an E. If it is an F or a G rating, then the landlord will need to take steps to get to the minimum.

This is when the landlord would need to work closely with the Energy Assessor to determine cost effective methods to achieve the standards.

How To Find If You Have A Valid EPC

The Ministry of Housing Communities and Local Government have for the past 10 years managed a register of all Energy Performance Certificates. The register can be found at www.epcregister.com. You should check here to find out if your properties have a valid EPC and see that they meet at least the minimum E rating.

  • Are You Able To Let A Property Without An EPC?
    No. From April 2020 all rental homes need to have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC needs to be at least an “E”, or the property must have a valid exemption.

    The EPC rates a property from A 100 (the best) to G 0 ( the least efficient). The average UK property is a D60. Rental properties have to be a minimum of an E rating. If it is not an E then the landlord will have to undertake some of the recommendations on the EPC to increase the rating. If an E rating cannot be reached, then an exemption can be applied for by going to the Government website and applying for an exemption on the PRS register.

    What Is The Minimum EPC Rating To Let A Property?
    The minimum EPC rating for rental is an ‘E’. The EPC rates the property from A, the highest to G, the worst. Dwellings rated F or G, from April 2020, cannot legally be let. Energy-efficient improvements will need to be made, or a valid exemption applied for.
    What Is Penalty For Not Having An EPC?
    A set penalty charge of £200 may be given for failure to comply in the following circumstances: on sale or rent the vendor or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can You Fail An EPC?
    No. The EPC is not a pass or fail. Even so, various 3rd parties may require the EPC have a specific rating before they choose to continue. An example would be a financial institution loaning funds against a rental property, would require the EPC is at least an “E”.
    What Does EPC E Mean?
    The EPC will rate your property either A,B,C,D,E,F, or G. An E rating is the legal minimum a dwelling can be so as to rent out. Also, it is getting to be the baseline required by financial institutions when loaning funds against a property.

    Can You Market A Home With No EPC?
    Yes a property can be advertised without an EPC but only subject to one having been requested to be done within seven days. If after making all reasonable attempts one cannot be acquired within that timeframe, then a further 21 days is permitted to acquire one.
