What is An EPC?

More Info
An EPC is a legal report that provides recommendations on energy saving measures that can make a home cheaper to run. EPC stands for Energy Performance Certificate. Much the same as the energy rating found on appliances, it will give the home a rating between an A (100) to a G (0). An average UK property is rated at a D60.

Why You Need One

More Info
{There are various reasons that you may be asked to provide an EPC. The most common of these are if you are selling a property or if you are renting a property. It is a legal requirement that an EPC is given to the other party.}.

• For a remortgage
• Making a claim for funding under the Renewable Heat Incentive Scheme (RHI)
• Getting grant funding through the Energy Company Obligation Scheme (ECO)

All of the above examples refer to existing residential properties. If you have been requested by building control to provide an EPC in conjunction with recent building work, they are looking for what’s called a SAP EPC. This sort of EPC is called a SAP EPC and is required by building control to demonstrate compliance with building regulations for any recent development work you might have undertaken. In case you require a SAP EPC, then CLICK HERE. If you’re unsure, just phone us for further guidance.

How To Get One Done

More Info
An EPC is carried out by a qualified and approved domestic energy assessor. The Assessor has to visit the property to obtain the necessary information.

The Assessor will take dimensions of the home as well as gather information regarding the existing lighting, heating, glazing and existing insulation. It may take anywhere between 20 and 40 minutes, dependant upon the complexity of the home..

The details are then put into approved government software which then produces the certificate. The EPC Certificate will then be lodged on the national EPC register and you will receive it by email typically in a couple of days. Should you require it urgently, for a small additional charge, we can arrange for you to get it the same day.

How You Can Boost Your EPC Score

Here we will give you some easy tips so your Energy Performance Certificate shows your home in the best light.

These will improve your EPC rating

More Info
Typically your Assessor should be able to obtain almost all of the information they need by simply going around the home. The data entered into the software is based on evidence gathered during the visit.

What we need to avoid is the Assessor putting into the software program the term “as built” for items that will be required where no evidence is gathered. If the term “as built” must be used then the program will default to the worst case scenario based on what would have been there when the property was built. EPC rating.

Whenever you can supply documentary evidence of these sorts of improvements then this can be shown on the Certificate and is likely to increase the rating of your EPC.

• Double glazing improvements made to the majority of the property – Certificate from Fensa, or dated receipt from the installer.

• Any wall insulation External/Cavity/Internal– Any guarantees, or invoice from the contractor.

• Solar Thermal, or Solar PV – An MCS certificate from installer.

• Floor insulation/ sloping ceiling insulation – receipt from installers showing thickness fitted.

• Roof extensions year it was built – building control sign off, dated architectural drawings.

These make the biggest difference

More Info
The three items that have the biggest effect on the energy rating are:

• The heating system.
• The main source of fuel for heating the property
• The levels of insulation in the property.

Main Source of Fuel
UK properties are typically heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for instance a house heated by gas would cost somewhere in the region of 4.64 pence per kwh and the exact same house which is heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So using a typically semi-detached using around 12,000 kwh to heat the home, it would cost £596 to heat by gas in comparison to £2,760 for bottled LPG.. Therefore running costs affects the Energy Performance rating rating. Higher costs equals lower ratings.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

These make less difference

More Info
Double glazing
Although upgrades to the double glazing will make a difference, the biggest difference is actually really achieved when upgrading from single glazed to doubled glazed. If you are simply upgrading from pre 2002 double glazing, this would only show as a modest improvement in the energy rating of the home. With double glazing the perception is typically sensed by the customer in terms of cosiness from a decrease in draughts. Because the EPC doesn’t look at the condition of any specific item, this kind of comfort gain is simply not measured.

Low Energy Lights
Again low energy lights does help the EPC because they are an inexpensive improvement that makes a contribution to cheaper energy costs but nowhere near the same contribution as heating, insulation, and heating controls.

EPCs And Rental Properties

More Info
From April 2020, all existing rental properties must have a valid Energy Performance Certificate. Before that date an EPC was only needed on new rentals. Penalties and fees can be issued by the local authority for infringement of this.

What Is The Minimum Rating For A Rental Property

More Info
An EPC rates the home from an A, the very best, to a G the lowest. To legally let a property, the energy rating need to be a minimum of an E. The policies that regulate this is called The Minimum Energy Efficiency Standard or (MEES) in short. To learn more about MEES visit the government website for landlord guidance.

If your property is currently an F or G it cannot legally be let on a new rental. If there is an existing tenant in the property and the rating is lower than an E, then the landlord will have to take steps to get the rating up to an E.

How To Find If You Have A Valid EPC

More Info
The Ministry of Housing Communities and Local Government have for the last 10 years kept a register of all EPCs. This register is available at www.epcregister.com. You should check here to see if your rentals have a valid Certificate and see that they meet at least the minimum E rating.

A recent post in the Telegraph taken from information on the register found out that around 250,000 investors are yet to conform to the new rules. The information can be found here. Make sure you are not one of them. Over time, we expect a lot more Councils to get up to speed with enforcements.

The policies, however, are not meant to be onerous. The initial step to take is to get an EPC lodged on the register and should it be below an E, to demonstrate that you are taking or have taken actions to get to an E. Even if it doesn’t attain an E, there are specific exemptions that you could then be able to apply for. We can provide expect advice on every aspect of MEES.

Here we will answer your most common questions asked about the EPC.
What Dwellings Are Exempt From Needing An EPC?
  • Places of worship.
  • Temporary buildings that will be used for less than two years.
  • Industrial sites and non-residential agricultural buildings that use little energy.
  • Residential buildings that are used for less than 4 months of the year.
  • Stand-alone buildings (of less than 50 m2 )
  • Listed buildings.
  • Is It Possible To Let A Property Without Having An Energy Performance Certificate?
The answer is No. From April 2020 all rental homes need to have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC has to be at least an “E”, or the property must have a valid exemption.

The EPC rates a property from A 100 (the best) to G 0 ( the least efficient). The average UK property is a D60. Rental properties must be a minimum of an E rating. If it is not an E then the landlord would have to carry out some of the recommendations on the EPC to lift the rating. If an E rating can not be achieved, then an exemption can be applied for by visiting the Government website and applying for an exemption on the PRS register.

What Is The Minimum EPC Rating To Let A Property?
Homes rented out in the private market will be required to possess an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be illegal to rent out a property which does not have a minimum E rating unless the property has an exemption.
What Is The Fine For Not Having An EPC?
A fixed penalty charge of £200 can be given for failure to comply in the following instances: on sale or rent the vendor or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can An EPC Fail?
Simply no. The EPC is not a pass or fail. Even so, different 3rd parties may require the EPC have a specific rating before they decide to proceed. One example would be a financial institution loaning funds against a rental property, would require that the EPC is at least an “E”.
    What Does EPC E Mean?
The Energy Performance Certificate will rate the property either A,B,C,D,E,F, or G. An E rating is the legal minimum a property can be so as to rent out. Also, it is getting to be the standard requested by banking institutions when loaning funds against a property.

It’s not saying you won’t be able to borrow the money when it is below an E, although there will probably be extra conditions in the agreement.

What Happens If An EPC Runs Out During A Tenancy?
It would simply need to be renewed. Under the Minimum Energy Efficiency Standard, all rental properties will need to have a valid EPC of at least an E rating or over. All EPCs are lodged on a national register at epcregister.com. The EPC is good for a further 10 years.
Is An EPC A Legal Requirement?
Indeed, an Energy Performance Certificate is a legal requirement for all rental properties and homes that are for sale as well as all newly built properties. Legally, the inbound resident need to be provided with an EPC.
Are All Listed Buildings Exempt From An EPC?
All listed buildings are exempt from needing an EPC. A listed building is one as being defined in the database of Historic England as a listed building. The list can be found on the historic england website.
Can You Evict A Tenant Without An EPC?
If the tenancy began or was renewed after 1 October 2015, a landlord cannot evict using a section 21 notice (no fault eviction) if they have not given the tenant an EPC. If an EPC is subsequently obtained, a period of 8 weeks would need to pass before applying for a section 21 notice.

As well as the Energy Performance Certificate the tenant would have had to be also provided with a gas safety certificate and also a copy of the government guide “How to rent”. The “How to Rent” guide can be found at https://www.gov.uk/government/publications/how-to-rent

Landlords are always advised to get proper legal advice so that all paperwork is presented to the courts correctly.

Could You Market A Property With No EPC?
Yes a property can be advertised without an EPC subject to one having actually been requested to be carried out within seven days. If after making all realistic efforts one can not be acquired within that period, then a further 21 days is allowed to obtain one.
It Is A Legal Requirement For Renting, To Have An EPC?
From April 2020, all properties for rental must have a valid EPC on the EPC register. The EPC rates the energy efficiency of a home from A-G. For rental, the EPC has to be a minimum rating of an E, unless a valid exemption has been applied for.
What Is The Price Of An Energy Performance Certificate?
An Energy Performance Certificate typically costs between £50 – £120. This depends on size of property and location. Usually it is cheaper if going directly to an approved Assessor as opposed to using a 3rd party for instance an Estate Agent or a marketing company.
