What is An EPC?

More Info
EPC refers to Energy Performance Certificate. It’s a three to five page document which rates the property from an A the best to G the lowest. It will also provide suggestions about energy improvements that could be made in the home that will help to reduce your energy bills.

Why You Need One

More Info
The most common reason for requiring an EPC is for anyone who is selling or renting a home. This is because, by law, you have to give the incoming resident a valid Energy Performance. These are among the other reasons you might be required to provide an EPC.

• For a remortgage
• Making a claim for funding under the Renewable Heat Incentive Scheme (RHI)
• Getting grant funding through the Energy Company Obligation Scheme (ECO)

All of the above illustrations refer to existing residential properties. If you have been asked by building control to produce an EPC in conjunction with recent building work, they will be looking for what’s called a SAP EPC. This type of EPC is produced along with SAP calculations to show that building work has met specified standards required by the building regulations. If you’re uncertain, simply give us a call for more advice.

How To Get One Done

More Info
An EPC is carried out by a professional and approved domestic energy assessor. The Assessor must go to property to get the required information.

The assessor will take dimensions of the home plus gather details about the present lighting, heating system, glazing and present insulation. A normal size home normally takes around 20 and 30 minutes..

The obtained information then put into approved government software which then creates the EPC. The Energy Performance Certificate will then be lodged on the national EPC register and you will receive it by email typically in a couple of days. In the event you require it quickly, for a small additional cost, we are able to arrange for you to get it the same day.

Ways To Improve Your EPC Rating

Here we will give you some simple tips so your Energy Performance Certificate shows your home in the best light.

These will enhance your EPC rating

More Info
Typically your Assessor is able to get almost all of the information they need simply by going around the home. The data entered into the software is based on evidence gathered during the visit.

What we want to avoid is the Assessor putting into the software program the phrase “as built” for items which are required where no information is gathered. When the term “as built” must be used then the program will default to the worst case scenario based upon what would have been there when the property was built. EPC rating.

If you can provide documentary evidence of any of these sorts of improvements to the property then these can be shown on the EPC and is likely to help the rating of your EPC Certificate.

• Any wall insulation Cavity/Internal/External– Any guarantees, or invoice from the installer

• Solar PV or Solar Thermal – MCS certificate from contractor.

• Sloping ceiling insulation/ floor insulation – receipt from contractors showing thickness installed.

• Loft conversions year it was built – building control sign off, dated architectural plans.

• Double glazing improvements made to the majority of the property – Fensa certificate, or dated receipt from the installer.

These make the biggest difference

More Info
The 3 mains things that have the most significant effect on the energy rating are:

• The main source of fuel for heating the property
• The levels of insulation in the property.
• The heating system.

Main Source of Fuel
UK homes are generally heated by either of these kinds of fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for example a property or home heated by gas would cost you around 4.64 pence per kwh and the similar property or home heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So with a typically semi-detached using in the region of 12,000 kwh to heat the home, it would cost you £696 to heat with gas when compared with £2,760 for bottled LPG.. Therefore running costs impacts the Energy Performance rating rating. Higher expenses equals lower scores.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

These make less difference

More Info
Double glazing
This particular one may come as a surprise, but double glazing does not have as major an impact on the EPC as most people would assume. Certainly not as much as the heating, the insulation and the type of fuel used in the property as previously mentioned. However, where it will have a larger impact, is when your property is up-graded from single glazing to double glazing. If you are changing from pre 2002 double glazing, to current double glazing, this would only show as a small rise in the energy rating of the home.

With double glazing the perception is usually felt by the customer in terms of comfort from a decrease in draughts. Because the EPC doesn’t consider the condition of any specific item, this comfort gain is not recorded.

Low Energy Lights
Again low energy lights does indeed help the EPC as they are an inexpensive improvement that makes a contribution to reduced energy costs but nowhere near the same contribution as insulation, heating and heating controls.

EPCs And Rental Properties

More Info
As From April 2020, all current rented properties need to have a valid Energy Performance Certificate. Previous to that date an Energy Performance Certificate was only necessary on new rentals. Penalties and fees may be issued by the local authority for infringement of this.

What Is The Minimum Rating For A Rental Property

More Info
An EPC rates the home from an A, the highest, to a G the lowest. To legally rent a property, the energy rating need to be at least an E. The regulations that govern this is called The Minimum Energy Efficiency Standard or (MEES) in short. For additional information on MEES go to the government website for landlord guidance.

If your property currently is an F or G it cannot legally be let on a new rental. If there is an existing tenant in the property and the rating is lower than an E, then the landlord has to take steps to get the rating up to an E.

How To Find If You Have A Valid EPC

More Info
The Ministry of Housing Communities and Local Government have for the past ten years kept a register of all EPCs. This register is available at www.epcregister.com. You should check here to find out if your properties have a valid EPC and determine that they meet at least the minimum E rating.

A recently available report in the Telegraph taken from information on the register discovered that around 250,000 investors are yet to comply with the new rules. The information is available here. Make sure you are not one of them. As time goes by, we expect an increasing number of Councils to get up to speed with enforcements.

The policies, nevertheless, are not intended to be onerous. The 1st step to take is to get an EPC lodged on the register and should it be lower than an E, to show that you are currently taking or have taken actions to reach an E. Even if it doesn’t achieve an E, there are certain exemptions that you could then be able to apply for. We can provide expect recommendations on every aspect of MEES.

Here we will answer your most common questions asked about the EPC.
Which Properties Do Not Require An EPC?
  • Industrial sites and non-residential agricultural buildings that use little energy.
  • Places of worship.
  • Residential buildings that are used for less than 4 months of the year.
  • Stand-alone buildings (of less than 50 m2 )
  • Temporary buildings that will be used for less than two years.
  • Listed buildings.
  • Are You Able To Let A Property Without An Energy Performance Certificate?
The answer is No. From April 2020 all rental homes need to have a valid EPC registered on the EPC register. To legally rent a property the energy rating of the EPC has to be at least an “E”, or the property must have a valid exemption.

The EPC rates a property from A 100 (the best) to G 0 ( the least efficient). An average UK property is a D60. Rental properties need to be a minimum of an E rating. If it is not an E then the landlord would have to undertake some of the recommendations on the EPC to increase the rating. If an E rating can not be reached, then an exemption can be applied for by going to the Government website and applying for an exemption on the PRS register.

What Is The Minimum EPC rating to Let A Property?
The minimum EPC rating for rental is an ‘E’. The EPC scores a property from A, the best to G, the lowest. Dwellings rated F or G, from April 2020, cannot legally be let. Energy Efficient upgrades will need to be made, or a valid exemption applied for.
What Is The Fine For Not Having An EPC?
A set penalty charge of £200 may be issued for failure to comply in the following circumstances: on sale or rent the seller or landlord failed to make a valid domestic EPC available free of charge to the potential buyer or tenant at the earliest opportunity.
    Can You Fail An EPC?
Simply no. The EPC is not a pass or fail. However, various 3rd parties may require the EPC have a specified rating before they decide to continue. An example would be a bank loaning money against a rental property, might require that the EPC is at least an “E”.
    What Does EPC E Mean?
The Energy Performance Certificate will rate the property either A,B,C,D,E,F, or G. An E rating is the legal minimum a dwelling can be to be able to rent out. It is also getting to be the baseline requested by banking institutions when loaning money against a home.

It’s not saying you won’t be able to obtain the money when it is below an E, but there will probably be added conditions in the arrangement.

What Happens If An EPC Runs Out During A Tenancy?
It would simply need to be renewed. Under the Minimum Energy Efficiency Standard, all rental properties need to have a valid EPC of at least an E rating or higher. All EPCs are lodged on a national register at epcregister.com. The EPC is good for a further ten years.
Is An EPC A Legal Requirement?
Yes, an Energy Performance Certificate is a legal requirement for all rental properties and homes that are being sold as well as all newly built properties. By law, the incoming resident has to be given an EPC.
Are All Listed Buildings Exempt From An EPC?
All listed properties are exempt from requiring an EPC. A listed building is one as being identified in the database of Historic England as a listed building. A list can be located on the historic england website.
Can You Evict A Tenant Without An EPC?
If the tenancy commenced or was renewed after 1 October 2015, a landlord cannot evict with a section 21 notice (no fault eviction) if they have not given the tenant an EPC. If an EPC is subsequently obtained, a period of 8 weeks needs to pass before applying for a section 21 notice.

As well as the Energy Performance Certificate the tenant will have had to be also provided with a gas safety certificate and a copy of the government guide “How to rent”. The “How to Rent” guide can be found at https://www.gov.uk/government/publications/how-to-rent

Landlords are always advised to get correct legal advice to ensure that all documentation is given to the courts correctly.

Can A Property Be Marketed With No EPC?
Yes a property may be advertised without having an EPC but only subject to one having been requested to be done within 7 days. If after making all reasonable efforts one can not be done within that timeframe, then a further 21 days is permitted to obtain one.
It Is A Legal Requirement For Renting, To Have An EPC?
Since April 2020, all dwellings for rental need to have a valid EPC on the EPC register. The EPC rates the energy efficiency of a home from A-G. For rental, the EPC has to be a minimum rating of an E, unless a valid exemption has been applied for.
What Is The Price Of An Energy Performance Certificate?
The cost of an Energy Performance Certificate is typically in the range of £50 – £120. This is dependent upon size of property and location. Typically it will be cheaper if going straight to an accredited Assessor as opposed to through a 3rd party like an Estate Agent or a marketing company.
