An EPC is carried out by a certified and accredited domestic energy assessor. The Assessor must go to property to obtain the required information.

The Assessor will take dimensions of the property as well as obtain information about the present lighting, heating, glazing and current insulation. It takes between 20 and 40 minutes, dependant upon the complexity of the property..

The obtained information then entered into approved government software which produces the certificate. The EPC Certificate is then lodged on the national EPC register and you should receive it by email typically in a couple of days. In most cases your Assessor can get a lot of the information they require by simply going around the property. The data entered into the software is based on evidence gathered during the visit.

What we need to prevent is the Assessor putting into the software the phrase “as built” for items that are required where no evidence is gathered. If the term “as built” needs to be used then the software program will default to the worst case scenario based upon what would have been there when the property was built. EPC rating.

Whenever you can supply documentary proof of any of these types of improvements then these can be shown on the EPC and will likely help the rating of your EPC.

• Sloping ceiling insulation/ floor insulation – receipt from contractor showing thickness fitted.

The three items that have the biggest effect on the energy rating are:

• The main source of fuel for heating the property
• The levels of insulation in the property.
• The heating system.

Main Source of Fuel
UK homes are generally heated by either of these fuel sources: gas, peak rate electric, off peak electric, oil, bulk or bottled LPG. So for example a house heated by gas would cost around 4.64 pence per kwh and the similar house heated by bottled LPG 23p per kwh. {*source 2019 Nottingham Energy Partnership.} So using a typically semi which uses around 12,000 kwh to heat the home, it would cost £696 to heat with gas compared to £2,760 for bottled LPG.. Therefore running costs affects the EPC rating. Higher costs equals lower scores.

Levels Of Insulation
Good levels of insulation ensures that the demand on the heating system is kept down, and it also results in a more comfortable home with lower running costs.

The Heating System
An efficient heating system with good controls such as room thermostat, thermostatic valves and programmer helps to keep energy bills down. This all contributes to a better rating on the EPC.

Double glazing
This may come as a shock, but upvc double glazing does not have as major an effect on the EPC as most people would imagine. Certainly not as much as the heating, the insulation and the type of fuel used in the property as mentioned before. However, where it can have a more substantial impact, is when the house is up-graded from single glazing to double glazing. If you are changing from pre 2002 upvc double glazing, to current double glazing, it will only show as a small increase in the energy rating of the property.

With double glazing the perception is normally experienced by the customer in terms of comfort from a reduction in draughts. Unfortunately the EPC doesn’t take into account the condition of any specific item, this comfort gain is not measured.

 

Low Energy Lights
Again low energy lights does help the Energy Performance Certificate since they are an affordable improvement that contributes to cheaper energy costs but nowhere near the same contribution as insulation, heating and heating controls.

The Minimum Energy Efficiency Scheme (MEES) puts an onus on landlords to offer rented properties that meet a minimum standard of energy efficiency. An energy rating of no less than an E much be attained on all rented properties If it is an F or a G rating, then the landlord will need to take steps to reach the minimum.

This is where the landlord needs to work closely with the Energy Assessor to work out cost-effective methods to achieve the standards.

If the landlord has spent up to £3500 and the property still doesn’t achieve an E, then the landlord can apply for an exemption. We’re happy to provide advice all the way.

How To Find If You Have A Valid EPC

The Ministry of Housing Communities and Local Government have for the last ten years maintained a register of all EPCs. This register is located at www.epcregister.com. You can check here to see if your properties have a valid EPC and determine that they meet at least the minimum E rating.

A recent post in the Telegraph taken from information on the register found that around 250,000 investors are yet to conform to the new rules. This article can be found here. Make sure you are not one of those. Over time, we expect a lot more local authorities to get up to speed with enforcements.

The policies, having said that, are not intended to be onerous. The initial step to take is to get an EPC lodged on the register and should it be less than an E, to demonstrate that you are taking or have taken steps to reach an E. What Properties Do Not Need To Have An EPC?

  • Is It Possible To Let A Property Without An EPC?
    The answer is No. From April 2020 all rental properties must have a valid EPC recorded on the EPC register. To legally rent a property the energy rating of the EPC needs to be at least an “E”, or the property must have a valid exemption.

    The EPC rates a property from A 100 (the most efficient) to G 0 ( the least efficient). The rating of an typical UK property is a D60 Rental properties need to be at least an E rating. If it is not an E then the landlord would need to carry out some of the recommendations on the EPC to lift the rating. If an E rating cannot be attained, then an exemption can be applied for by visiting the Government website and applying for an exemption on the PRS register.

    What Is The Minimum EPC Rating To Let A Property?
    Properties rented out in the private sector will be required to have an Energy Performance Certificate (EPC) with a minimum energy performance rating of ‘E’. It will be illegal to rent out a dwelling which does not have a minimum E rating unless the property has an exemption.

    A set penalty charge of £200 can be issued for failure to comply in the following instances: on sale or rent the owner or landlord failed to make a valid domestic EPC available free of charge to the would-be buyer or tenant at the earliest opportunity.
    Can An EPC Fail?
    No. The EPC is not a pass or fail. Having said that, various 3rd parties may require the EPC achieve a certain rating before they decide to continue. An example would be a bank loaning money against a rental property, might require the EPC is at least an “E”.
    What Does EPC E Mean?
